On February 22, 2025, in Bac Ai District, Ninh Thuan Province, Electricity of Vietnam (EVN) and Power Project Management Board No.3 organizing the Groundbreaking Ceremony for construction of Bac Ai Pumped Storage Hydropower Project – Phase 2.

Attending the Ceremony, on behalf of Ninh Thuan Province: Mr. Pham Van Hau – Permanent Deputy Secretary of Provincial Party Committee and Chairman of Provincial People’s Council; Mr. Tran Quoc Nam – Deputy Secretary of Provincial Party Committee and Chairman of Provincial People’s Committee; along with representatives from Provincial Party Standing Committee, Vietnam Fatherland Front Committee, Provincial People’s Committee, Leaders of provincial departments and agencies; representatives of Party Committee and authorities of Bac Ai and Ninh Son districts; and local residents from the project area.

Bac Ai Pumped Storage Hydropower Project will operate based on a mechanism of pumping water from the lower reservoir to the upper reservoir during periods of excess electricity and releasing water from the upper reservoir to generate power during peak demand. This model helps stabilize the power grid, enhances energy storage capacity, and optimizes the utilization of renewable energy sources such as wind and solar power.
According to EVN leaders, Bac Ai Pumped Storage Hydropower Project was approved by the Prime Minister under National Power Development Plan for period 2021–2030, with vision toward 2050. The project has total capacity of 1,200MW, including four turbine/pump-generator/motor units, with capacity of 300 MW of each. Total investment cost of the project is approximately VND 21,100 billion invested by the EVN. The project’s funding is arranged through loans and EVN’s allocated capital. The first unit is expected to be completed by December 2029, the fourth unit by December 2030, and the entire project by May 2031.
This is the first pumped storage hydropower project to be built in Vietnam and one of EVN’s key projects for 2025.
Besides of Bac Ai Pumped Storage Hydropower Project, C47 is currently under construction of major projects both in homeland and oversea, including Nam Phak and Nam Neun 1 hydropower projects in Lao PDR; Hoa Binh Hydropower Plant Expansion Project (Hoa Binh Province, Vietnam), Cat Tien – Diem Van Coastal Road Project (Binh Dinh Province, Vietnam), Ka Zam Reservoir Project (Lam Dong Province, Vietnam).
Implementation of the Phase 2 of Bac Ai Pumped Storage Hydropower Plant, not only reaffirms the commitment of the Government on sustainable energy development but also open the opportunities for cooperation and investment in the advanced energy storage technology. This model is expected to be further studied and expanded in the future to meet the country’s growing electricity demand.
