Through the national bidding competitive protocol via the electronic bidding system, Construction Joint Stock Company 47 (HOSE: C47) – A member of the Consortium of Contractors including: Lung Lo Construction Corporation, Song Da Corporation, LILAMA 10 Joint Stock Company, SCI E&C Joint Stock Company, Truong Son Construction Corporation and Vietnam Construction and Import-Export Joint Stock Corporation won the bid for Package 02XL-BA with total value of VND 4,334 billion.
On February 13, 2025, in Hanoi, Electricity of Vietnam (EVN) officially held the Contract Signing Ceremony for Package No. 02XL-BA: Construction and Installation of Bac Ai Pumped Storage Hydropower Project for Phase 2, Stage 1 between Electricity of Vietnam (EVN) and the Consortium of Contractors.

Attending the Signing Ceremony were Mr. Tran Hoai Trang – Deputy General Director of Department of Power and Renewable Energy, Ministry of Industry and Trade; Mr. Herve Conan – Director of French Development Agency (AFD) in Vietnam. On the EVN’s side, there were Mr. Nguyen Anh Tuan – General Director of EVN, the members of EVN Board of Members, the Management Board of EVN, representatives of Power Project Management Board 3 (EVNPMB3). On the side of the Consortium of Contractors including: Representative of Construction Joint Stock Company 47, Mr. Duong Minh Quang – Member of BOD and General Director; Representatives of the Leaders of Lung Lo Construction Corporation, Song Da Corporation, Lilama 10 Joint Stock Company, SCI E&C Joint Stock Company, Truong Son Construction Corporation, Vietnam Construction and Import-Export Joint Stock Corporation.

The Package No.02XL-BA is the main package of Bac Ai Pumped Storage Hydropower Project with the key tasks: Construction and installation of main works (Pressure Tunnels, Upstream Surge Tank, Underground Powerhouse and 500kV Switchyard, Discharge Tunnel, Downstream Surge Tank, Downstream Valve Tower); Underground Tunnels and Adits; Access Roads for Construction and Operation; 22kV Power Supply System, Water Supply System for Construction and Domestic Use; Auxiliary Facilities, Worker Camps and Offices. Construction period is about 81 months. In particular, the generation progress of Unit #1 is scheduled for December 2029, Unit #2 for April 2030, Unit #3 for August 2030, Unit #4 for December 2030 and the entire Contract will be completed in May 2031.
The project is built in Bac Ai district, Ninh Thuan province, and is a part of the list of power source projects approved by the Prime Minister in the Decision No.428/QD-TTg dated March 18, 2016 on approval of the adjustment of National Power Development Plan for Period 2011-2020 with view to 2030 (Revised Power Plan VII). The project has a scale of 1,200 MW capacity (the largest in Southeast Asia) including four turbines/pumps-generators/units with a capacity of 300 MW/unit. Total investment of the project is about VND 21,100 billion, the capital sources for the project is arranged from loans and funds arranged by EVN. This is the first pumped storage hydropower project in Vietnam.
Previously, in the Phase 1, C47 had completed the “Discharge Gate Cluster” of the project ahead of schedule (15 days). The completion of Phase 1 of the project ahead of schedule not only demonstrates the capacity and spirit for responsibility of C47 but also contributes significantly to ensuring the overall progress of the entire project.

Following the success of the Phase 1, C47 continues to be trusted and selected by the Employer for construction of the Phase 2 of the Project. With participation in the Consortium of Contractors for Phase 2 continues affirming the reputation and capacity of C47 in the construction sector for the large-scale hydropower projects in Vietnam.
